Highlands Ranch is a master-planned community within Douglas County and is not incorporated as a city. This unique setup results in a blend of entities responsible for various services and governance.

Homeowners' Associations (HOA)

The Highlands Ranch Community Association (HRCA) is the homeowner's association that serves the residents here. It is responsible for the maintenance and governance of the community assets, including four state-of-the-art recreation centers. The HRCA also oversees community events, enrichment programs, and fitness classes that contribute to the vibrant and active lifestyle Highlands Ranch is known for. It's also your go-to for architectural control; if you're planning to make changes to your home's exterior, the HRCA will need to review and approve your plans. These would include changes such as decks, fencing, and paint colors. I recommend that you look through the HOA documents before planning any of these projects to ensure you know what needs approval.

Metro District

A Metro District, or Metropolitan District, is a government entity unique to Colorado that provides a mechanism for financing public infrastructure in new developments. It operates as an independent governmental entity, working to construct and maintain community amenities such as roads, parks, and water systems through funding acquired from issuing bonds, levied property taxes, and sometimes additional fees from residents within the district. As a homeowner in a Metro District, you'll contribute to these costs through your property taxes, which in turn support the ongoing development and maintenance of the area's infrastructure and facilities. 

The Highlands Ranch Metro District plays a crucial role as a local government for the area, providing services typically managed by a city or county government. During construction, they were responsible for the costs of infrastructure such as roads and sewer. Now, they manage the open space and trails within highlands ranch. Each homeowner contributes to the Metro District through property taxes, which fund these essential community services. The area is very well kept due to these services, giving the community great curb appeal and keeping property values high.

Centennial Water & Sanitation

Centennial Water provides water utility services for Highlands Ranch and a newer community named Solstice. Despite the name, it is not related to the city of Centennial but is a special district with its own board of directors. Residents within the district's boundaries are served not only with reliable utility services but also with initiatives aimed at educating the community about water stewardship, ensuring that Highlands Ranch maintains a sustainable water supply for years to come. 

Douglas County Government

As a part of Douglas County, Highlands Ranch residents are under the jurisdiction of the County for certain services, such as law enforcement by the Douglas County Sheriff's Office and road maintenance in certain areas. Schools in Highlands Ranch fall under the Douglas County School District, which has a reputation for excellence in education, something my clients often ask about when considering a move to the area.
